Rhode Island Endorses HEAR Program Encouraging ENERGY STAR-Certified Appliances
Rhode Island has become the first state in New England to launch the Home Electrification and Appliance Rebates (HEAR) program, aimed at promoting energy efficiency and sustainability in residential settings. Announced by U.S. Secretary of Energy Jennifer M. Granholm alongside Governor Dan McKee, the program is funded by $31.8 million from the U.S. Department of Energy. It encourages the adoption of ENERGY STAR certified appliances, including heat pump dryers and electric stoves, as well as necessary upgrades to electrical wiring and service panels. This initiative is a critical part of Rhode Island’s strategy to reduce carbon emissions and enhance energy efficiency, particularly benefiting low- and moderate-income households.
The HEAR program aligns with the state’s ongoing efforts to address energy costs and climate change, building on successes from the Clean Heat RI program that has already supported numerous heat pump installations. Eligible residents can receive substantial rebates—up to $4,000 for electric load service centers and $2,500 for wiring upgrades—through participation in free home energy audits offered by local Community Action Agencies. As Rhode Island aims for net-zero emissions by 2050, the HEAR program represents a significant step in enhancing energy affordability and independence while stimulating economic growth through clean energy jobs.
