Steve Baden, Executive Director of RESNET, shared insights into the evolution of residential construction over the past five years. He noted a sharp increase in the number of homes being HERS® rated, rising from about 242,000 in 2019 to nearly 437,000 in 2024. Along with this growth, the average HERS Index score has improved, reflecting the industry’s growing commitment to energy-efficient homebuilding.
Baden explained the strong partnership between RESNET and the Department of Energy’s Zero Energy Ready Home (ZERH) Program. Through this collaboration, certified RESNET HERS Raters are able to conduct inspections and testing to certify homes under the ZERH label. RESNET also oversees quality assurance for these homes and reports certified data to the DOE’s National Building Registry, helping to drive the industry toward net-zero energy goals.
For builders seeking a qualified RESNET rater, Baden pointed to the ZERH partner database as a useful tool. He also outlined the path to becoming a RESNET rater, which includes completing accredited training, passing several national exams, and partnering with a RESNET-accredited Rating Provider. RESNET has even created an easy-to-follow infographic to guide prospective raters through the certification process.
Baden also highlighted key takeaways from the recent RESNET Conference in Tempe, Arizona. He announced his upcoming retirement at the end of 2026 after three decades of leadership, and shared RESNET’s bold new goal of reaching one million home ratings annually by 2028. He emphasized that collaboration, innovation, and a strong pipeline of certified raters will be critical to achieving that milestone.
